These markets are what we would call D class; Hartford, Waterbury, parts of New Haven, Bridgeport. 

(i.e. have RE prices increased in the area, is there room for additional appreciation, how is the STR and LT rental market, any new housing or commercial developments?

Also, while it's great to target specific tenant types in your area, don't limit yourself to those tenants.

Sounds like your target market (or guest avatar) is fisherman/outdoorsy vacationers.

There's still limited inventory (~1 month supply) and limited new permits.

Most lenders require you to have two new builds of experience.
