Define "normal". 

You'll want to start defining what you will and won't do for ALL your clients and not make exceptions if you plan on growing efficiently.

I was told that ADUs and JRADUs cannot be used for short term rentals and I found that this is true but short term rentals is defined by the City of San Diego as renting for less than 30 consecutive days.

If it has been truly shut down for 4 years (defined as no customers, no marketing, etc.) then it may have lost its grandfathering (legal non-conforming) status and may not be allowed to be used as a mobile home park anymore.

Sounds like I need to add a more defined clause in my lease agreements.
