Check your local codes because they may have specific inspections required if you are permanently capping the gas line and closing it up in the wall.Typically, you would cap the gas line, cap or remove the vent, run the electrical service for the new heater, install the heater and close up the wall.But, again, your locality may have specific requirements to deal with the gas line.

I've attended some IRS foreclosed auctions...and IRS seized auctions...but I missed the latest property tax auction here...I looked at the list of properties they had...nothing to shake a stick at unfortunately.I would treat a property tax foreclosure like any other foreclosure...but check to see if there is any sort of redemption period...there might not be for a property tax foreclosure but that could vary by state law.There should be an inspection period for the property...so if you are serious about one I would get your inspector out there in advance.Also, get familiar with the auction rules...and attend an auction before you actually bid on anything.

I know that these properties are fairly distressed and need a good bit of repair before they can go on the market.So my questions are:1. what's the best way to determine the cost of fixing up the property, particularly since i'm out of state and can't inspect it myself.

If I thought I might get it rented between now and then, especially if I thought I could get it done by Feb 1, I would tell you to come back closer to your move in date.I suspect they don't want a lease now because if anything goes wrong, they will have to evict you and have an even longer vacancy.

With that being said I also recommend that when you see a distressed property you stop the car and get out and take a closer look.
