Our bylaw says everything behind the wall is a common area and any repairs on that side is a financial responsibility of the association, not  owners.

In most cases They cannot and should not pay without getting a W-9 because they are responsible for all expenses to the owner. this is a weird situation because you actually didn’t perform the service.

Report the dogs and the property to your local building inspector and animal control officer.They should be responsible for the fence not you.
