If your debt service coverage ratio (measured as net income from the property divided by the loan payment) is high enough and you haven't had any sort of significant issues like a foreclosure, bankruptcy, etc in the last two years, you should be able to pre-qualify.

The area is not prime by any measure and the interior condition leaves a ton to be desired. $700 is about the max you'll get as a safe number to base your calculations on, maybe less.
