Also keep in mind that if you don't pay and they turn off your water, some towns' rule is the water dept. then calls the Board of Health, and the Board of Health would then deem the property uninhabitable (because there is no water!).

Ed Franklin with Manchester Capital LLC will ask for money up front for an "appraisal and administrative service fee" and offer you a very promising, yet too good to be true interest rate and will turn around and give you nothing but stall tactics and pretend like he has health problems and turn down your deal but try to keep the money saying your deal did not "qualify."
