I didn't implement it because I didn't feel comfortable setting up an official government-looking website and letterhead, tell them you will send them money to pay their taxes, then tell them that you can't.

The thing is if you are doing any type of wholesale deals and the closing attorney gets a wiff of it,  they are not going to close a deal for you and risk their law license.

You could take them to small claims court, but even if you win, you're unlikely to see the money and will have spent a lot of time dealing with it.
