I know the gas company will run a line for little charge but I am looking to find out what kind of costs figures I am looking at to get this in buildable condition - cleared, graded, utilities in place. etc.  

Only spend money on necessary expenses such as food and gas.

Get a triple meter bar and third gas meter installed.

What about fuel in the large gas guzzling trucks ?

I don't want to have that feeling of when am I going to get money to pay for gas anymore.

When you pull the permit to replace that old water heater, are you going to learn that your county has a minimum standards requirement in place so that once you pull ANY permit - ALL your major systems - electrical, plumbing, gas lines, HVAC, venting, flood and fireproofing, etc - must now come up to code?
