Go with an upgraded carpet with thicker pad, will last longer.

The kitchen is finished in General Finishes Java or Espresso or Mocha gel stain that is also a urathane finish coat.  

The 2 bedroom units needs some work but I'm talk a fresh coat of paint.( And maybe windows down the road).

For paint/materials and labor to repaint a 3br w/ 2 coats, about $1,200.

PVC frames will be cheaper but powder coated aluminum will last longer and don't warp. 

I'm okay with repainting but they dug into the walls with pencils and markers ugggg.5. huge 18" long, 1" deep dent in wall moving out.  3 heavy coats of joint compound.6.  

If this is a sub $150K property I might just put a new coat of paint on the cabinets, change the counter top and add a back splash to bring it all together.

After the inspections i know i need about 10k small/medium cosmetic work. gutters, light plumbing, parge coat for foundation etc.

No concept of the expenses like Linens and credit card fees and commissions and self employment taxes and cleaning fees and handyman fees and coffee type setup coats and furnishings etc. no concept of how rapidly people are jumping into short term rental and can drive down occupancy and prices over the next several years.

It's impossible to advise you precisely on your property without looking at all the circumstances - usage, available roof space, local codes, single or multiple meters, how the property is owned, etc.Flat roofs are no problem other than how they are coated.
