I modified two of my new builds this year to accommodate this requirement.. the larger national and production builders simply wont do it.I had one tenant that was morbidly Obese and basically bed ridden.. but she lived for some years like that I think maybe 5 or so.. it was an old single wide with an addition so I let her do whatever she wanted as when she left it was just going to the dump anyway

You may have a month where you can't afford to rehab what you wanted to do but we did things like make my teen son do the interior painting or I had our handyman do the tiling when we couldn't afford the subcontractors.
