I was wondering if there is something between a buyer and seller that there's an arrangement where I own the building but am making payments to owner so I don't have to deal with as much interest.

I didn't make any of the arrangements at all- and I'm pretty sure the owner of the rental didn't either.  

I'm not sure if I'll be in Willingboro this week or next but shoot me a PM and we can arrange a meet up.

Maybe we can arrange a meetup in a location that would be easy to get to/park for people?

You can be compassionate but not be a charity at the same time.Best advice is to show empathy to their situation but be up front and make arrangements/agreements BEFORE it comes to that situation....don't wait until it comes up....deal with it now.

Easiest to talk to that person's local bank who will connect with USA branch lending (for example if you have hsbc premier account, they will arrange a US mortgage). 40% downpayment, and interest rates normally 1% above the current rates for US residents. 

I live in CO so there's not much we can do but make arrangements to have all of the patio furniture brought in from the balconies.
