If they can be sued for prescribing the wrong medication, and an ESA is a prescription, then I feel that they should be legally responsible if the tenant is not capable of caring for the animal and the property in tandem.

Its like humans... you may need protein and someone else calcium, the doctor usually doesnt make the exact same prescription to two different people.

The obvious caveat is that the articles in your schedule cannot remove rights or contradict prescriptions or limits set out in the tenancy law of the jurisdiction.
