@Brendan Markle i think as long as there is a steady supply of immigrants into the upper northeast Phila area there will be a housing shortage there and prices will appreciate even more.

It's my experience that you don't fix issues like this that easily, especially in low-income properties, especially with suspicious immigrants who often believe they are being taken advantage of and treated condescendingly/disrespectfully.
