I have a client/friend who fabricates brewery equipment here in New Gloucester, so you've probably heard of my town.

Fill the void, to the 1:1 slope with stone(1/2"-2" size), filter fabric, then a 2' layer or so of 6"-18" rocks.

At this point when tenants are fabricating adverse conditions you will get resistance every time you try to enter the property. 60 days is more than enough time for you to solve the problems and make your case in court.

I used aluminum from home depot for the edges where I had to make the cut, and then I fabricated two pieces of wood to cover the gap where the old cabinet used to be.

I ran a quad in the back of my truck for a decade when I was in the timber business.. and having the back of the truck slant down like that is very nice and a big safety feature.. also the cover is bed cover is metal not fabric big difference.. 

Keep it sleek and clean like a waffle white fabric and buy a good liner.
