You should contact the hospital's human resources and see if they use traveling nurses and how they find housing in the area for those employees.You can look on furnished finder and Airbnb (set minimum duration to 30 or 60 days) to see what kinds of rents people are getting for providing furnished premises.

What the city told you was most likely true, but you can always ask for a variance if you think that some of the requirements are already in place.But most likely the required new inspections are necessary because it's a new dwelling and the old utilities must be up to new codes.....Just my guess.....
