It's pretty easy for them to do while they're already wiring everything else, and in my opinion, it's safer for the tenants - even if the smoke detector batteries are missing for some reason, the detectors still have a chance at working.Like @Johann Jells said, if there is access in the basement and attic, the rewire gets a little easier. 

Plus my battery life has been pretty poor so far; but it could be related to a higher level of outdoor activity at that particular home too.

The batteries won't die in it and it is virtually indestructible.Ever Hear the acronym KISS (Keep it Simple Stupid) You can upgrade to automated locks later.

They make 17$ ten year lithium powered smoke detectors now that never chirp incessantly or need batteries .
