It's pretty easy for them to do while they're already wiring everything else, and in my opinion, it's safer for the tenants - even if the smoke detector batteries are missing for some reason, the detectors still have a chance at working.Like @Johann Jells said, if there is access in the basement and attic, the rewire gets a little easier.
