I called the City of Durham and asked about any restrictions regarding building additions to residential structures and he said as long as I wasn't increasing the footprint there weren't any restrictions per se but that I should just send the drawings into the City and see if they approve them.

Hello fellow investors,I'm looking for input on where you think the SE Wisconsin real estate marking is vauled at now a days.If we consider 2008 to be the peak before the market burst and values started to decline, and we have been recovering slowly over the past year or two, would you say that property values are similar to those of 2006?

But if you intend to hold it as a rental, now is as good a time as any to refinance, and the hard water and sewer issues aren't going to be visible to an appraiser, so they should not affect the value, per se (admittedly, they might hold up a sale based on inspection results, but they should not really impact an appraisal).
