Another option would be to check with small local banks and credit unions. 

but i've run into several issues when I apply for HELOC1. the home is a a rental and the banks/credit unions don't allow HELOCS on rental properties2. as mentioned the property is in the Northwest and I live in the southwest.

There are a lot of renters in the area due to the military presence.

Local credit union financing.

I've seen monthly stipends range from 1500-2800, specifically looking near the military bases, medical center, and airport. 

There is also Island County (Oak Harbor) that has a great rental market, partially due to the military population.

I am in the early stages of a 203k purchase/investment in Jersey City or Union City, New Jersey (NJ).

Union rates are almost 40 with full benefits.., hope this helps ....Tim
