My own home is on 9 acres with 1000 feet of road frontage, and I'd like to subdivide eventually.

I would just chalk those up to an angry, bitter person, and send him down the road at the expiration of the lease. 

Is the cost basis a one-time calculation, or does that change if a make a capital improvement down the road (such as replacing HVAC in 5 years or something)?

In the buyer context, if someone can't pay a standard down payment, what are the odds they will make all the payments down the road (in a bad month, with  a repair, with a job issue, or vacancy).
