I would say do a combination of Hard money loans and private money loans then Refi to the credit union and local bank terms.

You may be able to work with a private lender (a person or a small group of investors) that will have money ready for a foreclosure purchase but they often invest in the return on investment of the deal so you'd have to have that property all lined out and ready with their cash (in a cashiers check) to buy at the foreclosure.
