Am I allowed to say any excessive noise (parties, loud garden tools, etc) are restricted from 8 am to midnight?

I agree with @Jerry W. that this is all yet to hit rock bottom, and these types of things don't happen overnight, I think there will be foreclosure fallout from the lack of employment in oil production, beginning mid summer 2016.  

If that is the case it is also that much more important to be rock solid when you make an offer, knowing that if they accept it you are going to want to buy it over another property you are looking at or analyzing.

I'm kind of just working through this out loud. :) Again, I appreciate you reinforcing the 70% rule, and I will know the firm rehab estimates by tomorrow, to see if I land a bit closer to it.

A person's "Burden" is like a big rock of misfortune that life thrown at them and told them to carry that weight many times without choice.  

This was more like a fine for leaving trash out, not returning a trash cart or causing additional administrative attention arising from police calls or repeated neighbor complaints such as being too loud.

Little Rock is awesome as I own there too.
