the old owner is not available because he is either in a senior house with old age or mental problems or probably dead by now as far as i learnt on that part , thanks for your help 

Hey Sophie,A regular bank won't lend more than 80% LTV so your 30k can buy you a 150k house and your 100k credit gives you lots of room to spend.I'd try to use the mentality of "buy like a wholesaler" and find some places in that 150k range that you can bump up over 200k.

I believe what makes a person a hoarder is a mental issue that prevents them from letting go despite the impact it has on their lives, which makes it difficult to even sell their house.

My goal is to set aside enough money - or have consistent cash flow through rents - to pay my daughter's way through college in 10 years.

You have to understand the mentality of the people and the system that keeps them renters .

If the house is in Probate and she is the Daughter of the deceased,wouldn't the house be going to her any way ?
