While not a formula (some landlords don't have cash and will not give TI or give very little, vs. a REIT or larger owner will gladly give you a large TI package as it is amortized into a lease so they will be looking for longer term commitment like 5-10 years) we can probably give an idea of ranges in specific markets depending on type of landlord.
