The previous owners (who were the original builders) have done a terrible job of tracking expenses, which I think are underrepresented by at least 1/3.

I would think any infill builder who can answer requirement 3 on page 9 of the city RFI would (or could) build your project.

They won't violate any of your rules except by accident (failing to pay rent because they forgot) but she's too old to have a malicious bone in her body.

Builder builds after property is sold.

With covid the builders dropped the prices, in some cases its less then $100/sq ft.

As the lot has developed I have fallen out of love with the property and I have sent a letter to terminate my contract with the builder.

**Posting for a Friend**I have a friend that is closing on his home Monday 06/29, He has been working with a non builders lender but when he had called his lender  if everything was good to go on Saturday for Monday 06/29, the lender mentioned Fannie Mae has flag the loan for too few comps.

We bought from a builder that rented it out before the purchase.

Here are a few more worries:  a new person in the building only adds to the likelihood of one more body possibly tripping and falling down the steps, or slipping in the bathtub and resulting in an ambulance trip to the ER.So, the added worries are many.
