If you use this delinquent vendor in the future, you are obligated to withhold 24% of the payment and submit it directly to the IRS.There is a bit of a complication here because the only way you can file a 1099misc without the TIN/EIN is with a paper form (electronic forms cannot be submitted without the actual number).  

But once you get above a certain size, you should definitely start looking into these more powerful software solutions.
