I recommend you become a student of that homepath website and try to document their behavior, like you are Jane Goodall watching some gorillas.In my area, they drop the price about 7.5% every 30 days the house is on the market for the most part, almost like clockwork.

While heat-pumps do become less efficient as the temperature lowers, until it's performance drops below a COPS of ~2, it will be more cost effective {on a BTU or Therm basis) than most high-efficiency oil or gas furnaces.

There's no HOA and currently, the tenants are paying for their own utilities (Water, Sewer, Trash, Electric), which may be why the rents are on the low side for the area.
