A good deal of government leverage on behavior comes from rules for mortgages and lending and you don't have mortgages. 

Since unlicensed assistants cannot be offering advice or engaging in real estate activities that will not be happening in that mannerFYI- Before someone brings it up, while I list myself as a Broker, it has been at least a couple of decades since I represented buyers and sellers for a living so I have no dog in the fight. 

I dont see what all this i have to protect my parents stuff is all about.The House is not a beloved Dog. 

Does that cut down on their bad behavior?

Grossest was a foreclosed house that had been a dog hoarder house and was so bad that my throat would close up from the ammonia when I walked through it. 

We feel bad she is hurt but feel she is an unsafe person to have as a tenant (we have also seen alot of unstable behavior).

Even better (spoken sarcastically of course) I recall dogs pooping near my garden level window, and the smell of neighbors’ chain-smoke inside my living room.

A tenant is asking me if I can install a fence in the backyard because his dog keeps running into the woods. 

Do you have “bird dogs” looking for them, do you put up signs, do you have a salesperson who’s just making calls?

They may not be a member of NAR and this doesn't exactly fit this situation exactly but I'm sure the their broker and state would agree that their behavior was unethical and unprofessional.
