The "high" setting of most hair dryers is designed to be 1,800 watts - the full capacity of a 15 amp circuit.That panel looks to be relatively recent, and isn't one of the "bad" brands (Federal Pacific Eletric, Pushmatic, Zinsco), so you shouldn't need to replace the whole panel.
