You could, and in my mind should, install the separate meters, and see about designating one unit as being responsible for common area usage.Have all bills go to you.

The "high" setting of most hair dryers is designed to be 1,800 watts - the full capacity of a 15 amp circuit.That panel looks to be relatively recent, and isn't one of the "bad" brands (Federal Pacific Eletric, Pushmatic, Zinsco), so you shouldn't need to replace the whole panel. 

It really looks quite nice, and perhaps has some good design inspiration for your next project.  

Most of those loan types though are designed with a variable interest rate in mind and usually are meant for short term lending.
