In short, you are not getting an off-market or wholesale price and you are getting locked into a continuing business arrangement where, typically, your manager's economic interests are not aligned with yours. 

Careful there real potential for someone feeling/getting screwed.I’m going to assume they made a huge mistake and didn’t have the terms of exit specified in the operating or partnership arrangement?

My plan is to find someone to write up a professional SOW afterwards, and just shop it out to contractors and let them bid on it, and if they need to see the property before they bid, then we can arrange that.

Even signs contract of some arrangement where there's a 75/25 split on x amount of deals closed on.I have worked in the construction industry my whole life.

Offer to handle pre-sale staging and arrangements etc. 

You should contact the city or county about the taxes owed and tell them you are working on a solution or that you would like to arrange a payment plan as Charles said. 

Would this arrangement be compliant?

Just heard back from the wholesaler and they, in short, have nothing regarding the leases they can provide, and it’s up to the new buyer to workout new arrangements with the tenants/potential squatters.

If you can arrange so that they pay part of that up front of recoup in the next 12 months of rent it could be worth it.

If you arrange the deal only licensed realtors/broker get a commission to put deal together.
