Everyone is basically arguing over who will be the administrator right now. 

I got a letter in May, stating that "Beginning this month, you will see an Administrative Fee of 9.75% deducted from your gross collection."  

Who can talk to the Administrator?  

Begin with the end in mind, what exactly is the value from going around with the administrative tasks of getting more phone numbers?

I think the main reason you will see such varying opinions about S8 is due to how well the local program administrator does their job.We've either inherited S8 tenants or have chosen S8 tenants to live in our properties.

A housing provider should do everything s/he can to assist, but s/he is not required to make changes that would fundamentally alter the program or create an undue financial and administrative burden.

We reported this to the Complex administration who said they were doing something.

Late fee collection can get dicey (you have to show what your administrative costs are in the collection of them if it goes to court and most courts will not grant an eviction over late fees. 

 If you're sure the title of the person is "trustee" as opposed to "executor" (if the person left a will but not a trust) or "administrator" or "personal representative," (both titles for the person who would administer things if there was no will) then I think the owner had a living trust, because they would have named a trustee to just take ownership of whatever is in the trust.
