By doing that the city makes money fining you for the violations that they would fix, police the property more to add to violations while its being rehabbed, and knows that you better do it by the permit book.

When we have a police report, or a smoking violation, or a late payment, etc., we send a warning email to the tenant and copy the cosigner on it.
