Portland Commissioner Chloe Eudaly announced she plans to call for reform of rental housing deposit regulations and is considering:(a) limiting the deposit amount;(b) requiring that it be held in an interest-bearing account; and(c) clarifying the definition of reasonable wear and tear.In an article published in today's Portland Tribune, Eudaly claims to have set up a stakeholder committee meeting of landlords, tenants and housing advocates.

The only thing I could think of was to not give them their security deposit back if they didn't complete the term, but according to Florida Statute 83.49(3)(a) and 83.49(5), I still must return their deposit minus any claims.It is cheaper for me to let them leave than to file any evictions in court.I did notice that in the first paragraph of 83.49(5), it says "except when otherwise provided by terms of a written lease..."

If they see a big deposit in the statements that you are required to send, you're right, you will have to explain where that money came from.
