I have 11 units total in this complex, we already did a ton of fixes the last 3 months to the point where this winter should be smooth sailing besides if something with heating goes.  

200k total or 200k before you do rehab?

@Brent Coombs  I don't totally understand why it came to that number, but just for clarification, the seller is selling to me for $102,446.

I am lucky enough to have a very trusted certified contractor who's very respected, in my family, and we had him do an estimate for repairs which totaled roughly 65 thousand.

Fun to watch but totally unrealistic.

I think because it's not running at all my thought is to replace the motor.After looking into this, it appears that the 5000 btu window AC is about 'totaled' :Here's the replacement part:Why am I doing this?

For a grand total of $937.57 in closing costs.If you're closing on a property this time of year, before tax bills have come out - you shouldn't be charged or paying for anything for the taxes at the closing.
