I am not sure how someone would have a justification for taking the landlord to court for high electric bill unless there is a foreign load on the tenants electric (even just a common light can derail you).

Heavy use=low restriction, very light use=high restriction.

New floors new paint new lights in every room.

I pay under $100 for a set of professional pictures, taken with a wide angle lens, proper lighting.

Does anyone have a good estimate for building new (~1,800sf) on medium slope in light forest area?

If the duplex is a lower/medium rental, then I wouldn't add a ceiling fan at all, just a decent light fixture.
