If they need major rehab though then your probably risking a little more than you want to.. so its like you mention find ones that are basically habitable and buy those. thats what i love about real estate 100 ways to do deals..  

If your local governmental body has records that the animal caused human harm, then you may have an argument.IMO, the big issue with ESAs is that the concept is largely abused.
