I believe you will most if not all of your Tenants delay or not pay rent at all due to this letter and that the lasting effects from the letter will last long after the pandemic is over. 

I also don't know what To do about the code violations and how that'll effect the appraisal.

The property management company tries to take all the profit - you pay it a management fee and maintenance fees, anything reasonable, to make the corporation holding the property effectively making no money annually.
