I think Bend is a top place for STR as there is multi-seasonal demand and is a city with a lot of growth.

They make no repairs , so how could someone get around this do you think , and be able to buy a HUD listed property using a VA Loan ?  

I think it really depends on the neighborhoods, but in Cleveland, I've seen cash tenants with great background checks and 700 credit completely trash units and were some of the worst tenants imaginable, so I think it really depends on the area.
