The next step is for the offended party to bring in animal control since it seems the HOA is basically silent.

Side hill (it's on a corner lot) needs rethinking for vegetation; that water wise landscaping never took, so it's bare dirt with a few spindly weeds.

If not it sounds as if you have an up hill road ahead.
