They're asking you to change your normal business practices to accommodate them, and jerking you around regarding start date and terms.After reading this whole thread, I'm unclear as to whether or not you should be pulling permits for your scope or not... so let me answer the permit question generically.About 2.5.-3 years ago, we didn't pull a permit for a job we should have pulled a permit for.
