water can go just about anywhere.again, i don't know if your area makes a big deal about mold - cali certainly does (at least when it comes to insurance not covering it) :)10-20k could just be for repairsanother 10-15k for upgrades (depending how fancy you go)... while i'm not a construction guy nor have extensive years of experience in rehab, no experienced rehabber or construction guy can give you an accurate estimate online without knowing what they're looking at.

Let me add that I'm sorry about the taxes in NY (my taxes for a property of similar value is less than 25% of that amount).Just a few tips if you do go through with the purchase and rehab: Make energy efficient upgrades (windows, appliances, etc.) so the students' utility bills are better than average; have parents co-sign on the leases; and think about including utilities in the rent, such as water and internet, and raising the rent to compensate.

I have no association with either of those.At the walk through, you should be looking for items that are more than normal wear and tear (broken items, dirty items, holes in walls, etc.).
