Just make sure you know what you are signing up for and have it IN WRITING so everyone is on the same page.

The Tenant must voluntarily sign a Move Out Form provided by the Housing Authority.

They do charge tenants for card transactions, but they can do a one-time setup for checking that is free.

The reason the first transaction is falling apart is surely the failed Phase 1.

You don't need to involve the bank (if you do, it will kill the deal) but you do need a purchase and sale agreement with your in-laws & to do the transaction through escrow and use a title report.
