If you transfer the property to a trust and assign the beneficial interest they can also figure it out if they want to dig heavily, but it is unlikely they will.

I see a consortium of investors, funding a project of ruggedly built (rental occupants) heavily protected (that is, patrolled) utility housing.

For a heavily infested situation,  one treatment will likely not resolve the issue.

I don't have have a ton of experience and would have to depend heavily on a "good" PM.Please share your thoughts!
