Not only that, they now have a responsibility to provide fire and police protection, in this area that could mean the police presence goes up, manpower hours increase answering calls and assets set aside for such services.

The underwriter would NOT recognize the monthly lease credit AND the lease option fee as a down payment...This sort of disclaimer has no more force than those signs you see on some people's houses about how their "sovereign property" is exempt from local law, and no police officers or city officials may come on the property.
