I was told by a judge (JP actually, they do our evictions in TX) to "nail and mail", that is attach one in an envelope to the front door, send one certified-return receipt and send one regular mail.BTW, not signing for a certified letter is NOT PROOF that it was not received, it's "prima facie" proof that it WAS, this from the same JP!

As others have already nailed it, yes, you are responsible.You can call your local building regulations office and ask what is required to meet local code which will also be in compliance with federal and HUD requirements.Stairs should also be uniform where each step has the same rise and run, an exception would be at landings.
