Looking for the boiler we found that he installed the smallest/cheapest boiler, those that can be installed over a tap in a house, and with the pipes exposed, so with the freezing winter here we will never have hot water.

If it gets sucked up toward the flue, that is expected (and you want that); if it is being blown back away from the flue then that is back-drafting.Back-drafting can be solved by installing an air makeup kit to bring outside air to those appliances, so combustion intake air doesn’t have to be pulled through the chimney.
