The pump on our community well (~50 properties) broke and the contractor can't get out there to replace it until Monday so that would explain your low-to-no water pressure.

A full grasp of revenue opportunities (including market rents, as others have mentioned) and cost burden, including taxes, insurance, permits, etc. is necessary to actually gauge the opportunity. 

Record-high home values have widened the affordability gap, creating an even larger number of renters-by-necessity, putting even more pressure on apartment demand.
