@Tom Gimer This was a tax forfeiture so my understanding is that the state of MN took title via the unpaid taxes and this sale makes @John Woodrich the legal owner of the property. 

im curious... i have a detached 2 car garage with its own meter sitting right next to my house. the space is 550sqft with a walk up attic, i was thinking of adding another 500sqft in front of my garage and extending the attic to the new space to be built i have enough space.. hows the legal part of this work?

It is probably not a "legal" unit, I don't think.  

Luckily in the state of Texas you don’t have a legally binding contract without earnest money.

If this property is in your state (California), to be legally considered abandoned, you must reasonably believes that the tenant has abandoned the property AND the rent on the property must be due and unpaid for at least 14 consecutive days. 

The resolution calls on the city manager to launch an educational campaign including:Best practices regarding educational and marketing campaign strategiesOutreach activities in areas where populations at risk are being targetedPotentially include a hotline to refer homeowners to a “Real Estate Agent List” and a list of legal resourcesA campaign work plan that includes a timeline for implementation and identification of both public and private funding options and potential partnerships

There is a legal process to this.  

I see wholesaling as even far less..so that's all.. and legalities aside..

Over the next few months, the Treasury Department and the Internal Revenue Service will be providing further details, including additional legal guidance, on this new incentive.

Does this grant me (landlord) legal permission to enter the property?
