Both an IRA and 401k can leverage with a mortgage, so long as the mortgage is non-recourse - meaning no personal guarantee from you.  

As long as you can verify a 2-year history of work/employment in general - then any new source of income can be used.

Ultimately he is responsible for his own safety so long as you are providing a safe dwelling; however, if he is endangering others you have a couple remedies as I see it.

I am unsure of laws there but an eviction I think is a long process there if she doesn't leave?
