I had a company come in and give me a quote to repair the wall (do basement/concrete work) stated it would cost 15K to do all the work (dig out, install drain tile,  jack house, straighten wall, coat outside etc.)

Two aspects other about this scenario that also need attention: Occupancy Limits & Animals. 

Fresh coat of paint, slapping down some pergo could go a long way.

A pet fee is one time and typically not large enough to mitigate damages.I charge monthly pet rent based on the type/size of the animal.

With the imminent tax reform, 2018 will be a completely different animal in terms of tax planning.
