She takes that as a compliment, maybe even something she's entitled to because she takes good care of the home, but she's not going to leave a positive review (she probably also did price per square foot, forgetting that she has the nicest kitchen on the block, which counts for a LOT more than PPSF, that $425k number could potentially even be lowball!).

She had to replace carpet, a door and some flooring but when she did her initial inspection she failed to pick up a rug on the kitchen floor to check for damages and failed to clear off the deck to check for damages, She just went back and checked the property a little more thoroughly after I had already paid everything on the itemized list in November saying that I have additional damage to replace.

My plan is buying this house at 5% down (as primary residence, got lender approval already), put 50-70K (new AC, kitchen, bathroom, floor, paint, some repair of roof), then refinance, then rent out (project rent $2500, or maybe $2900 if I turn the garage to a room), or maybe sell it.My question is if I should increase my offer to 425k or 430k?

It is what I priced out for materials to be able to replace most of the floors, redo the trim, put new doors on, repaint the walls, update the bathrooms, new cabinets and counters in the kitchen, and a roof.
